Mandy grew up in Westport, Connecticut where she studied classical music She moved to New York after college where gigs at New York's Lone Star Cafe led to a Texas connection resulting in her move to Austin. In the early 1980s Mercier performed throughout Texas with her own band, also working with Ray Wylie Hubbard, Tom Pacheco, Townes Van Zandt, Lucinda Williams, Butch Hancock, Jimmie Dale Gilmore and Blaze Foley among others.
