Early black Cajun/Creole fiddler and vocalist, who recorded together with accordionist/vocalist Kirby Riley four songs on 2 October 1929 in New Orleans, Louisiana, USA. The recordings include "La valse la prison", "Mon camon le case que je sui cordane", "Jolie fille qui ta fa avec moi", and "Je marche nuit et jour". His last name is misspelled as "Bellar" on the original recordings.
