Only 6 new wind power projects were included in the first list of approved NFFO schemes produced by the Department of Energy in 1990. These were given contracts for 8 years. Environmental groups consider these short term contracts to be a significant disincentive to future investment.

Privat electrictly companys in England and Wales are obliged to fufil a Non Fossil Fuel Obligation (NFFO) to derive 20 per cent of their energy productioon from renewable resources.
