Limited to 33 copies. It was intended as a free giveaway to celebrate the 33 1/3 birthday of Jason Henn, but ultimately was sold for $1 because it was the minimum amount to make a physical item available via Bandcamp.

From the label's site:

"When we realized that Jason's 33 1/3rd birthday (we actually did the math) would be right around the time of our 33rd release (Honey Radar's Chain Smoking on Easter), we knew we had to do something special to mark the occasion. So, we decided to do this special release as ENO 33 1/3. This one minute gem from the next Honey Radar album is hand cut onto a one sided 5" clear vinyl record and limited to 33 copies. We made it available for as cheap as Bandcamp will let us. Pick up a copy while you can!"
