As stated directly by the label, some copies of this CD were issued with two booklets - one in it's regular place/function and the other as the inlay[the back of the booklet/insert has the tracklisting). This was done because there were more booklets and discs produced than inlays, so with the residual discs and booklets they compiled additional copies to sell. To serve as an inlay, part of the front of the booklet was folded back to fill the extra space of the jewel case. Through the clear tray, a large part of the front of the booklet is visible as is part of the second to last page of the booklet (last page serves as back inlay). See last two photos here
