The title of this compilation goes back to an episode of the Psychic TV european tour of 2004, when Column One were kicked off the tour, being accused claiming to be Psychic TV. The (now defunct) web forum www.fopi.net was way back when a fan community, that did tribute and remix recordings for both of the bands. This release is an ironic reply on the accusation of claiming to be Psychic TV, with a contribution by Column One. All artists on this release are "Those Who Are Not" Psychic TV.

Some of the tracks had been published on other releases before. The compilation was online for free download at www.fopi.net from 2005 to 2006. Also some hard copies were handed out.
