According to the liner notes, the titular "Pete" is Pete Kalker, who intended to start his own label, Scandal Records. His first release was to be a 10" compilation of San Diego bands, each contributing one original song and one cover song. Carter Peace Mission, Dodgeball, Jon Cougar Concentration Camp, Spazboy, and Swindle were recorded the weekend of February 23, 1996 at Andy Tolley's house, AKA Ninth Ring Studios.Select members of these bands also played and sang on a cover of "Kids In America", credited to The Scandal All-Stars. On this track, each member is credited by their first name and the name of their band: Monica Dodgeball = Monica Sierras of Dodgeball, Mark Swindle = Mark Smith of Swindle, Dave Carter = David Klinker of Carter Peace Mission, Chris Cougar = Chris Fields of Jon Cougar Concentration Camp, Jay Spazboy = Jay Flounder of Spazboy, Pete Scandal = Pete Kalker, and Dan Palpatine = Daniel Sant of Palpatine.
After paying for the recording sessions, Kalker did not have enough money to have the records pressed and release the compilation. Several of the bands ended up using their original songs for their own albums. Meanwhile, Rob Perelman had started Alphabet Records, and offered to release just the cover songs on CD. He brought in Agent 51 and The Classified, who were both working with Alphabet, to record cover songs at Tolley's new, improved Ninth Ring Studios location on July 14, 1997. Alphabet Records is listed as Alphabet Record Company on the back cover and disc.
